PHP is poorly designed, inconsistent in implementation, and unstable. It's also extremely quick to develop with for small sites with some minor scripting.

I would recommend a framework like Zope, Plone, Ruby on Rails, django or J2EE for projects you would describe as 'web applications' rather than 'web sites' (although J2EE is quite slow to develop with).</description>
